An 'ethical vacuum' in Internet media?

An official inquiry into the abuses of British newspapers calls for tougher regulation of journalist behavior. But it holds little hope for ethics in online media. This ignores the history of journalist ethics.

Yes, if you accept one conclusion of an official inquiry on the British press released last Thursday.

The report?s author, Lord Justice Sir Brian Leveson, offers many recommendations on how to restore the integrity of British newspapers after recent scandals, which included hacking of personal cellphones, even one belonging to a deceased girl. His main proposals to Parliament are to pass a new law and use a government regulator to help hold newspapers to account for lapses of their own ethical codes.

While he is optimistic that traditional newspapers can be reformed ? although his peculiar solutions may be a slippery slope to censorship ? Sir Brian is strangely pessimistic that news consumers can ever trust much of what they read in the new digital media.

?The [I]nternet? does not claim to operate by any particular ethical standards, still less high ones. Some have called it a ?wild west? but I would prefer to use the term ?ethical vacuum?,? he wrote.

Bloggers and others who write on public topics can act with impunity, he states. Newspapers, however, already have ethical codes and promise a quality product. ?The [I]nternet does not function on that basis at all. People will not assume that what they read on the [I]nternet is trustworthy or that it carries any particular assurance or accuracy; it need be no more than one person?s view.?

History would argue against the view that ?new media? ? bloggers, tweeters, citizen journalists, or news aggregators like Google ? may not ever adopt principles such as truthfulness and fairness. After all, digital media already generally conform to laws on copyright, defamation, and contempt of court. Is it really a big leap to expect them to conform someday to ethical codes like those of traditional journalism?

Most American and British newspapers began to adopt codes a century ago in response to reader outrage over inaccuracies, sensationalism, personal attacks, and bias in news reporting. This publication, for example, was founded in 1908 with the mandate to ?injure no man, but to bless all mankind.? In the United States, the Society of Professional Journalists continues to upgrade its code as new ethical challenges are exposed. Sir Brian acknowledges that ?most of what the [British] press does is good journalism free from the sort of vices I have had to address at length.?

Journalists do keep an eye on each other. The press scandals in Britain, for example, were first brought to light not by the government but by The Guardian newspaper.

Indeed, the best guardians of the old and new media are the people who practice it as well as readers who can choose to ignore any website or publication that operates unethically. And no new law need target journalists that doesn?t also apply to all citizens. Libel is libel, for example, as is illegal invasion of privacy.

In the US, some independent news bloggers have begun to set their own standards. Even more promising, schools have begun to teach students how to use information on the Internet, sifting truth from falsehoods and distortions.

Digital media do offer new challenges, in large part because anyone with a modem or even smart phone can now practice journalism with little oversight or professional vetting. Internet journalism is also more immediate and interactive. The pressure to publish quickly can more easily lead to mistakes or the harming of others. The business incentives to chase a mass audience can lower standards, including news judgment.

The ?democratization? of media will require an effort to form a consensus on ethical standards for online media. The Internet itself is a powerful feedback loop for correcting ?entrepreneurial? journalists who, say, have a conflict of interest or hide behind anonymity. Even defining who is a journalist these days needs work.

That last task can?t be left to government through its credentialing of journalists. The Fourth Estate, whether in print or online, is the news consumer?s best way to keep a check on government. And it is news consumers, as well as journalists, who must hold any media to account with ethical codes.

BERLIN (AP) ? Germany no longer rules out the possibility of forgiving Greece some of its debt once the country's finances are in order, Chancellor Angela Merkel said, signaling a softening of her government's tough stance on Greece.

The question of debt forgiveness, or a "haircut," can be revisited after the current bailout program will be successfully concluded and the government in Athens no longer takes on new debt, Merkel said in an interview with the German Sunday tabloid Bild am Sonntag.

Merkel's government had previously ruled out forgiving debt, arguing that Greece must implement the agreed-upon austerity measures and structural reforms in return for its bailout loans. But the International Monetary Fund and many economists say eurozone nations must also forgive Greece some of its debt to allow the country to overcome its debt crisis.

Greece is trapped by an unsustainable debt level ? forecast to reach 190 percent of the country's economic output next year ? which forces it to drastically slash its budget. That, in turn, deepens the country's recession, and makes Greece's debt load rise even more in relation to its gross domestic product.

When asked about a haircut on Greece's debt as a way out of the situation, Merkel told the newspaper "when Greece one day again manages with its revenue, without taking on new debt, then we have to look anew at the situation and reevaluate."

"That won't be before 2014-2015 if all goes as planned," she added.

Greece has promised its international creditors to achieve a budget surplus of 4.5 percent of its GDP by 2016, which would enable the country to start paying back part of its debt.

Greece, which is about to enter its sixth consecutive year of a deep recession that has pushed unemployment up to 25 percent, is being kept afloat with rescue loans from its European partners and the International Monetary Fund.

German opposition leaders and analysts have accused Merkel of playing down the need to write off some of Greece's debt held by eurozone governments before national elections in Germany next year for fear of voter retribution.

Merkel did not directly address that charge, noting only that Greece's current bailout programs runs through 2014, hinting that she sees no need for yet new measures before then.

The hawkish head of Germany's central bank, Jens Weidmann, last month said that Greece will eventually need a haircut, but it should only be granted after a prolonged period of budgets cuts and labor reforms there.

Earlier this year, Greece reached a deal with its private creditors to wipe some ?100 billion ($130 billion) off its national debt, or about half of the country's GDP.

Still, a second haircut on Greece's debt from the eurozone rescue loans might be necessary. Analysts say such a haircut could cost Germany, the main contributor to the bailouts, up to ?17 billion ($22 billion) ? more than 5 percent of Berlin's annual budget.

Merkel's comments came only two days after Germany's parliament voted in favor of granting Greece more lenient terms on its bailout program, clearing a necessary hurdle for disbursing a ?44 billion ($57 billion) rescue loan payment in December that Athens needs to avoid bankruptcy.

Jeffrey in the Edinburgh Review and Hazlitt in his Table Talk took to literary criticism and raised the standard of literary taste. But Hazlitt has to much bitterness to be affable; De Quincey is often too imaginative in his conceptions and florid in his style. But Lamb is critical, imaginative and romantic. The central subject matter of the Essays of Elia is Lamb himself-Lamb's mind re-acting to his studies and environments-to life itself. This another interesting attribute to English essay writing.

Walter Pater would say, "With him as with Montaigne, the desire of self-portraiture is, below all the more superficial tendencies the real motive in writing at all-a desire connected with that intimacy, the modern subjectivity, which may be called the Montaignesque element in literature". The egotism of Lamb is blended with a sweetness all its own. There is the unmistakable stamp of his lovable personality in his essays and his essays are enlivened by genial humour and impish wit. The English essay writings of Lamb may be called confidential chatters as they are rich in autobiographical pathos and wide sympathy for humanity.

In the modern century the mantle of Lamb has fallen on many writers. Stevenson in the later Victorian age inherited the tradition of Lamb. He may not have the same humour and whimsicality of Lamb, hut he has the same urbanity in his style, the same informal and fresh approach to commonplace subjects. Chesterton writes on trifles but makes the trifles tremendous by his inimitable style while the writings of Hilaire Belloc are on nothing, on something, on everything. He has a clear incisive style in which humour plays an important part in his English essay writings.

Syrian rebels bombed, opposition open to peacekeepers

BEIRUT (Reuters) - Syrian jets bombed rebel-held areas of Damascus on Saturday, residents said, as the opposition indicated it could accept an international peacekeeping force if President Bashar al-Assad is forced from power.

Warplanes attacked the Damascus suburbs of Kafar Souseh and Darraya, according to the Syrian Observatory for Human Rights, an opposition-linked group. The air strikes follow intensified rebel activity in the capital, Assad's seat of power, as well as stormings of government military bases in recent weeks.

"Syrian regular forces are trying to control the areas surrounding the capital," the Observatory said. Bombings targeted a continuous arc of rebel presence in the capital's outer districts from the northeast to the southwest.

Opposition activists reported clashes and air strikes in the provinces of Homs, Deir al-Zor, Idlib and in Aleppo, where they said 14 rebel fighters were killed during an assault on an army base in the town of Khanasser early on Saturday.

It is difficult to verify such reports due to government restrictions on media access to Syria.

Syria's Internet connections began working again on Saturday after a two-day blackout, the worst communications outage in the 20-month-old uprising against Assad in which 40,000 people have been killed and hundreds of thousands forced to flee the country.

Opposition umbrella group the Syrian National Coalition might allow an international peacekeeping force into Syria if Assad and his allies leave power, coalition spokesman Walid al-Bunni said on Saturday.

Some opposition members have argued against international troops, saying their arrival could serve as a rallying call for Assad loyalists in an area near the Mediterranean where many of his minority Alawite sect live.

Assad, whose family has ruled autocratically for four decades, draws much of his support from the sect, an offshoot of Shi'ite Islam. Most of the rebels are Sunni Muslims.

Bunni said the coalition was open to any proposal if Assad and his allies, including top officers in the military and security apparatus, were removed.

"If this is the first condition then we can start discussing everything. There will be no political process until the ruling family and all those who underpin the regime leave," he said.

Bunni, a physician who spent most of the period after Assad inherited power from his father in 2000 in jail as a political prisoner, was speaking at a news conference marking the conclusion of the first full meeting of the opposition coalition in Cairo.

"IRON AND BLOOD"

Britain, France and Gulf countries have recognised the Syrian National Coalition as the sole representative of the Syrian people.

Most foreign powers have condemned Assad, who has relied on his allies to stay afloat, especially regional powerhouse Iran. Russia, Syria's main arms supplier, and China have vetoed three U.N. Security Council resolutions condemning Assad and reject the idea of sanctioning his government.

Russian Foreign Minister Sergei Lavrov accused Western states on Saturday of trying to advance democracy abroad through "iron and blood."

"Advancing democracy through iron and blood just does not work, and this has been made clear in recent months - the past year-and-a-half," Lavrov said, [nL5E8N11A3]according to state-run news agency Itar-Tass.

Russia repeated its opposition on Friday to NATO's potential deployment of Patriot missiles in Turkey, which wants them because of fears of a spillover from the war in Syria.

Syrian state television quoted an information ministry statement saying Damascus international airport was open on Saturday and that the road leading to it was safe.

Since Thursday, clashes have been reported near the Aqraba and Babilla districts on the southeastern outskirts of Damascus which lead to the airport, effectively closing the road and leading EgyptAir and Emirates to suspend flights.

U.S. web tracking firm Renesys said in a blog post that it could confirm "a largely complete restoration of the Syrian Internet".

Rights groups said the communications blackout was a precursor to a wider offensive by government forces in the capital. Syrian security sources and diplomats say the government intends to seal off central Damascus from the restive suburbs.

Authorities had attributed the Internet outage to a "terrorist" attack or a technical fault. On Saturday, state news agency SANA gave a third reason for the outage: "Maintenance work."

Residents contacted by Reuters in the capital, the central city of Homs, and northern Aleppo said they had connectivity.

Firms fail to exploit internet marketing ? TalkVietnam

HA NOI (VNS)? Fifteen years since it reached these shores, the internet has revolutionised Vietnamese lives. Online enterprises have boomed, but many Vietnamese businesses are lagging behind and still do not take full advantage of internet marketing to leverage economic development, said To Hoai Nam, deputy chairman of the Association for Small-Medium-sized Enterprises (SMEs).

Nam was speaking at an internet marketing seminar in Ha Noi this week, which was co-hosted by the Viet Nam Internet Association (VIA) and Russian New Horizon Internet (NHI) which owns the Wada.vn Vietnamese search engine. At the seminar, industry experts said most Vietnamese businesses were still reluctant to add internet marketing to their business strategies.

According to experts, Viet Nam has a strong technology infrastructure, with one-third of the population regularly using the internet. In addition, one in nine citizens use social networking, while one in every five cell phone owners uses a smartphone. Accordingly, there is a clear opportunity for businesses to take full advantage of the internet.

Lukasz Roszczyc, managing director of Leo Burnett Viet Nam said that instead of renting expensive premises, businesses can now open online stores and take advantage of the internet to promote their products. However, Vietnamese businesses currently allocate only 0.5 per cent of their total advertising spend to online marketing.

But while businesses remain rigid, consumer behaviour is gradually changing. In the past, buyers would often buy impulsively and immediately, whereas today, they can use the internet to chat or share opinions on the product before deciding to make a purchase, said Nam. Therefore, if businesses make good use of internet marketing, it will be far more effective than traditional methods, said Nam.

A big question raised by businesses, was whether embracing online marketing would translate into success for their business, as well as saving them money.

?This is vital amid the current economic difficulties and the fact most Vietnamese enterprises are small and medium-sized ones,? he said.

Ms. Aigerim Zhangozina, managing director of wada.vn said, she hoped wada.vn would become an optimal and useful Vietnamese search engine. In addition, it would also bring Vietnamese businesses a new and cost effective route into internet marketing.

According to Tuan Ha, CEO of Vinalink company, most small and medium-sized enterprises in Viet Nam do not know about internet marketing because they have not been well trained, adding that businesses who do use internet marketing can reduce advertising costs by 90 per cent.

Ha gave some examples of the successful application of internet marketing in Viet Nam by firms such as Tran Anh company, The Gioi Di Dong company, Lazada.vn and Giaytot.vn.

According to experts, Vietnamese consumer habits remain geared towards in store buying over shopping online. Therefore, businesses should work closely with stores if they want to sell products online and must show relevant legal documents to prove they are genuine agents.

Nguyen Viet The, General Secretary of the VIA, said Vietnamese businesses must be fully aware of the importance of online business, so they can apply it in a professional manner. By doing so, internet marketing in Viet Nam could become a lever to help businesses expand as the internet has become an indispensable tool in a large number of homes. ? VNS
